PDF viewer ignores changes to the #page= url parameter

Issue description

Chrome Version: 60.0.3112.50 beta
OS: Chrome OS

What steps will reproduce the problem?
(1) Open a multi-page PDF with #page=3 appended to the URL, e.g.:
https://arxiv.org/pdf/1707.05300.pdf#page=3
(2) Wait for it to load (and scroll to page 3).
(3) Edit the URL in the omnibox and change the hash to #page=5

What is the expected result?

The PDF should scroll from page 3 to page 5 when the hash is changed.

What happens instead?

Although the PDF correctly loads at page 3, it ignores any subsequent changes to the #page= url parameter, and remains on page 3.

Note that changing the url hash adds entries to the tab's back/forward history; unfortunately navigating backwards and forwards to/from these entries also doesn't change what page the PDF is scrolled to.
