Support links in client Chrome UI should use perma-links

This protects them against future breaking changes to the help center URL structure. 

EG https://support.google.com/chrome?p=update_error not https://support.google.com/chrome/answer/111996

This bug tracks work to find instances of direct linking, request p-links through an internal process, and then replace direct links with p-links.
