Implement MemoryMappedFile for Fuchsia

Fuchsia doesn't support mmap() for tmpfs or writable persistent file systems, so MemoryMappedFile won't work until support is added.

smklein has agreed (7/18) to implement it, but until that lands, progress on MemoryMappedFile support is blocked.

Fuchsia: enable MemoryMappedFile tests
Fuchsia now supports mmap() for tmpfs, so these tests Just Work.
