Choppy scrolling after updating Chrome to 59

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.115 Safari/537.36 Steps to reproduce the problem: 1. It's immediate and constant since updating. I open Chrome and my scrolling is choppy. 2. 3. What is the expected behavior? Before this update I was able to scroll smoothly. I could swipe up with two fingers and the websites would just scroll smoothly, not jumps or stops. What went wrong? After the update, when I scroll, the websites only move down in little chunks and it is very choppy.It is giving me a headache from all the start-stop-start-stop scrolling and making Chrome unusable for me. Unable to reproduce this issue on Windows-10 using chrome latest stable #59.0.3071.115. Reporter@ Are you able to reproduce this issue on incognito mode as well? Please recheck this issue by creating a new profile under chrome://settings with no apps or extensions in your browser. If issue still persists please let know your device specification. Thanks!

nkferguson20@, we'll need a little more information to diagnose the issue. Is this on all pages or just on some? Is it during loading or always? I'm trying to determine if this is just that the smooth-scrolling feature is off/broken or whether it's a performance issue. Please check chrome://flags/#smooth-scrolling and make sure it's either enabled of default. A screen recording here might be helpful.
