Orientation is not persistent

Issue description

Chrome Version       : 59.0.3071.113
OS Version: 9460.67.0

Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari 5: Not in scope
  Firefox 4.x: Not in scope
     IE 7/8/9: Not in scope

What steps will reproduce the problem?
1. Activate Kiosk mode at installation
2. Add Kiosk App
3. Change orientation to 270 degree.
4. Logout
5. Reboot device

What is the expected result?
Orientation to stay as 270 degree (vertical)


What happens instead of that?
Orientation changes back to 0.

Please provide any additional information below. Attach a screenshot if
possible.

Got the same issue. This happened a year or so ago but then it was fixed. Now it's back.

Oshima-san, I remember you fixed a similar issue recently (but it wasn't kiosk). Is this already fixed?

How did you change the orientation?
Yes this issue existed in 2014-2015. But now it's back for some reason. So, the way I switch orientation is in settings -> display -> Orientation to 270 degree. That changes the orientation. But when I logout and enter Kiosk App, or reboot the Chromebit orientation goes back to 0.

malay, can you check if your persistent fix is in 59?
The fix is only from 60.0.3112.50

So, latest update. in 60.0.3112.50 the issue is partially fixed. If you shut off the device after changing the settings and start the device. The issue is no longer present. Everything works.

If you cut power to the device after changing the settings. Issue still exists. (So, in order to avoid the issue after changing the orientation, DO NOT UNPLUG the POWER). Shut it off first.
