Fuchsia swarming bot support

In order to run tests directly as a guest in GCE (see bug 745801) we need swarming client support.

The swarming client is a set of python scripts. Fuchsia tooling language is Go, Python is not supported.

There are two paths to this

- Port python and relevant libs to Fuchsia
- Port swarming client to Go

This bug tracks the second option. Which needs bug 638071 (bot_config)

The best route is incremental rewrite of the guts as CIPD packages, which Michael worked a bit on.
