Fuchsia bot: transition from QEMU to GCE

Issue description

The current setup to run tests is

Fuchsia -> QEMU -> Linux -> GCE

This is slow, specially without KVM, but more importantly, the networking configuration is flaky and convoluted. This will impact porting /net.

The ideal solution is to run Fuchsia directly in a GCE VM. Compared with the current config, it should be about 10 to 15 times faster.

The work required to do this is not directly in the Chromium repo but this bug can serve as a parent to all the infra bugs related to this and update this bug when GCE support lands in Fuchsia.
