Regression: Transparent header is seen in 'Network not available' screen.

Issue description

Chrome Version: 61.0.3159.0/9754.0.0 dev channel Kip,Daisy,Minnie
OS: Chrome OS

What steps will reproduce the problem?
(1)Try to sign in to chrome without connecting to network and Observe 'Network not available' screen

Expected: No such transparent header should be seen in 'Network not available' screen.
Actual: Instead,Transparent header is seen.

This is regression issue as it is working fine in 61.0.3130.0/9669.0.0 dev channel Daisy.

I believe this is specific to login.

Status: Fixed (was: Untriaged)
We fixed this a while back.
