Regression : Page contents doesn't load properly after repeated autoscrolling attempts.

Issue description

Chrome version : 61.0.3160.0 (Official Build) 226c080a029bd3ff8a6a577503cefe316c84325b-refs/heads/master@{#487322} 32/64 bit
OS : Windows(7,8,10)

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://credits page.
2. Middle click on the page and drag mouse downwards such that page gets autoscrolled completely.
3. Repeat up and down autoscrolling of page 3 - 4 times.
4. Observe the page contents.

Actual Result : Page contents doesn't load properly after repeated autoscrolling attempts.

Expected Result : All contents of the page should be seen properly after repeated autoscrolling attempts.

This is a regression issue broken in ‘M-61’, below is the Manual Regression range and will soon update other info.
Good build : 61.0.3154.0
Bad build : 61.0.3155.0

Note : 
1. Above issue is consistently reproducible in Windows(7,8) OS and the same is not reproducible in Mac(10.11.6, 10.12.3) and Linux(14.04 LTS) OS.
2. Above issue can also be reproduced on chrome://cache, chrome://terms pages.

Able to reproduce the issue on Windows 7 using chrome latest canary-61.0.3160.0.
Manual bisect info:

Good build : 61.0.3154.0-Revision-485485
Bad build : 61.0.3155.0-Revision-485784

You are probably looking for a change made after 485667 (known good), but no later than 485668 (first known bad).

I was unable to reproduce this on Chrome 61.0.3159.6 on Windows 10 or Chrome 61.0.3160.0 on Windows 7. The suspected CL is unrelated to scrolling or the UI code.

Leaving this untriaged for the scrolling team to take a look at.

I can't reproduce on 61.0.3162.0. This looks more like a graphics issue than scrolling. Can you try again on the latest Canary?

Retested on latest chrome canary #61.0.3163.0 on Windows(7,10) OS and issue is not reproducible (i.e all contents load properly when autoscrolling).
