Regression : Unnecessary space is seen in near omnibox of incognito Window when Google Slides,Docs,Sheets extensions are allowed in incognito

Chrome Version: 61.0.3160.0
OS: Chrome

What steps will reproduce the problem?
(1)Launch Chrome in Minimized mode -> Now go to chrome://extensions page 
(2)Now under extensions check option 'Allow in incognito' -> Maximize the window
(3)Now go to Incognito window and observe blank space is seen near omnibox

Expected: No such space should be seen near omnibox
Actual: Instead Unnecessary space is seen near omnibox

This is Regression Issue 
will provide bisect info soon.
