What steps will reproduce the problem?

What is the expected result?
The green knob for HTTPS doesn't have a gray box behind it.

What happens instead?
The green knob for HTTPS *does* have a gray box behind it (see screenshot).

./bisect-builds.py points to https://chromium.googlesource.com/chromium/src/+log/cc3f9c3f3c57b1a4e0c506828932c0c46170e723..d43ca17f375b2f0cefc8ccaffa22e0c72ea6c040, and I suspect https://chromium.googlesource.com/chromium/src/+/d43ca17f375b2f0cefc8ccaffa22e0c72ea6c040 (although the Skia commit in that range looks plausible, too: https://skia.googlesource.com/skia.git/+/9b80ffc77b8000b493eb1226dc6ec21f1e99edfc)
