Issue descriptionChrome Version: 61.0.3160.0 (Official Build)226c080a029bd3ff8a6a577503cefe316c84325b-refs/heads/master@{#487322} 32/64-bit. OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4). What steps will reproduce the problem? (1)Launch chrome and login to https://twitter.com/ with valid credentials. (2)Click 'save' button from password bubble, navigate to chrome://md-settings/passwords (3)Observe the spacing between username, password & website field. Actual: Spacing issue is observed between username and password field. Expected: No such spacing issue should be seen between username and password field. This is a regression issue broken in 'M55' and below is the manual regression range Good Build: 55.0.2846.0 Bad Build: 55.0.2847.0

Alan, do you know if this was intentionally moved? Maybe to allow more space for the URL (which may be long)? Anyway, Alan please let me know if the ActualPassword.png (above) looks OK. - if it looks ok, please mark this WontFix - if you want it changed, please change Owner back to me.
