Regression:Spacing issue is observed between username and password field.

Issue description

Chrome Version: 61.0.3160.0 (Official Build)226c080a029bd3ff8a6a577503cefe316c84325b-refs/heads/master@{#487322} 32/64-bit.
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4). 


What steps will reproduce the problem?
(1)Launch chrome and login to https://twitter.com/ with valid credentials.
(2)Click 'save' button from password bubble, navigate to chrome://md-settings/passwords
(3)Observe the spacing between username, password & website field.

Actual: Spacing issue is observed between username and password field.

Expected: No such spacing issue should be seen between username and password field.

This is a regression issue broken in 'M55' and below is the manual regression range
Good Build: 55.0.2846.0 
Bad Build:  55.0.2847.0

Good Build: 55.0.2846.0 (Revision:415833).
Bad Build:  55.0.2847.0 (Revision: 416149).

You are probably looking for a change made after 416116 (known good), but no later than 416117 (first known bad).

Note :Able to reproduce the issue in Win 10.0 & Mac 10.12.5 and able to reproduce in latest Canary #61.0.3160.0

Alan, do you know if this was intentionally moved? Maybe to allow more space for the URL (which may be long)?
