Regression:Two different context menu appears after hitting menu button from keyboard twice.

Chrome Version: 61.0.3160.0 (Official Build) (cohort: Stable)226c080a029bd3ff8a6a577503cefe316c84325b-refs/heads/master@{#487322} (32/64-bit)
OS: Windows (7,8,10)

What steps will reproduce the problem?
(1)Launch chrome and bookmark 2-3 webpages,navigate to chrome://bookmarks/
(2)Click on iron icon of any bookmark url and hit 'Esc' key to close the list
(3)Now press menu button(context menu) from keyboard TWICE and observe.

Actual: Two different context menu appears after hitting menu button from keyboard twice.

Expected: Only one context menu should appear after hitting menu button from keyboard twice.

This is a regression issue broken in 'M60' and below is the manual regression range
Good Build: 60.0.3089.0
Bad Build:  60.0.3090.0

Note: Issue not seen on Mac & Linux OS.
