[Settings] Worng context menu is displayed for selected text in Person name textbox.

Chrome Version: 61.0.3160.0 (Official Build)226c080a029bd3ff8a6a577503cefe316c84325b-refs/heads/master@{#487322} 32/64-bit.
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4). 

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://settings/manageProfile
2. Type long name in person name text box and select it using Ctrl+A key.
3. Press "Shift+F10" key from keyboard to open context menu and observe.

Wrong context menu is displayed for selected text in textbox and context menu is also misplaced.
Wrong context menu should not display for selected text in textbox and it should not misplace.

This is a non-regression issue, seen from M-52 series.

As this being a Non-Regression issue, changing the status to Untriaged so that the issue would get addressed.
