Images are glitchy/missing chunks on integrated GPU

Issue description

Chrome Version: 61.0.3159.0
OS: 10.13 Beta (17A306f)

What steps will reproduce the problem?
(1) Load a website like flickr.com and search for something like "dogs".
(2) Click a picture to open it in a slideshow, and then use the arrow keys to repeatedly advance to the next image, pausing briefly at each one.

What is the expected result?
All of the images load fine.

What happens instead?
Chunks disappear from the tops of images in a pattern. The problem goes away if I trigger the discrete GPU (e.g. by opening Google Maps in another tab).

This is not using the typical image decoders. It is using Apple's VideoToolbox for hardware-accelerated decoding. It may still involve the rest of the compositor pipeline for images, however.

I'm going to hang this off to Eric, who can route Apple issues better than I could.

vmpstr@ might be able to help / route if it is in the compositor pipeline for images. But since we don't see this typically, I would imagine the problem isn't in the compositor.

Re #1, wow, that's strange that this is going through HW decode to create still-ish images.

Not sure  how to deal with this.

Apple is creating a new image format called HEIF. It is basically a HVEC but a still image. Situations like that could help shine some light on using HW to decode still images.

However, I'm not sure if HEIF is available for common use yet. Or if flickr supports it.

cblume, can you give a bit more information from #1.

Are you sure that we're using the VideoToolbox for decoding of still images -- that seems really surprising to me! If that is indeed the case, I would chalk this up to being a macOS bug.

I could be wrong (I haven't looked at VT at all). But I tried to hunt down the source of the error before posting. Buried deep, deep in #1 is this:

[82855:81335:0716/172757.240446:ERROR:vt_video_decode_accelerator_mac.cc(656)] : Illegal attempt to decode without IDR. Discarding decode requests until next IDR.

That file seems to specifically be dealing with VT.

But it might not be that surprising. There are hardware JPEG decoders available in Android. Apple's new still image format is really a subset of an existing video format (for which there is hardware acceleration available).

Sorry for the delay. I know there have been a lot of 10.13 graphics issues that have been fixed or worked around since Beta.

sdy@, can you still reproduce this issue on your hardware? If so, I'll try to get this hardware and narrow it down.
