Android&ARC app has no way to get current system resolution

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 9334.72.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.140 Safari/537.36
Platform: 9334.72.0 (Official Build) stable-channel caroline

Steps to reproduce the problem:
1. switch app to fullscreen 
2. set app layout to make sure the app cover the whole screen 
3. invoke view.getHeight,View.getWidth. 

What is the expected behavior?
current resolution of Chrome OS system

What went wrong?
native resolution of Chrome OS system
