chrome.history.search gives results out of start and end time range

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_4) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.115 Safari/537.36

Steps to reproduce the problem:
chrome.history.search({"text" : "","maxResults" : 0, "startTime" : new Date('2017-07-13').getTime(), "endTime" : new Date('2017-07-14').getTime()},function(results){});

What is the expected behavior?
History results on 13th July 

What went wrong?
Gives results from 12th July, 14th and 17th too.

Does this work in other browsers? N/A

Chrome version: 59.0.3071.115  Channel: stable
OS Version: OS X 10.12.4

Tested this issue on Mac OS 10.12.5 using chrome latest stable #59.0.3071.115. By entering the provided script in dev console displays "Uncaught TyperError".

nirdeshika@ If the above steps is not the right way to reproduce this issue, please provide clear repro steps to check this issue from Chrome-TE end.
