Unable to change ANY styles while a remote debugging device is connected to Chrome

Issue description
Chrome Version : 59.0.3071.115
OS Version: 10.0

Other browsers tested:
Add OK or FAIL after other browsers where you have tested this issue:
Safari 5: N/A
Firefox 4.x: N/A
IE 7/8/9: N/A
What steps will reproduce the problem?
1. Connect a device to Google Chrome's DevTools for remote debugging
2. Attempt to modify style rules of a web page (on the desktop) while having a device connected
3. Being prompted in console with the following errors when attempting to do so:
Operation ignored: PropertyToggled
Operation ignored: ValueChanged
What is the expected result?
The value / property being changed should retain the new style instead of reverting back to the original style.
What happens instead of that?
An error is displayed in console:
'Operation ignored: PropertyToggled'

I can't reproduce this so far. Could you please provide some additional details: - the URL of the site being inspected - the version of the mobile browser (e.g. evaluate navigator.userAgent when debugging)

Sorry I should have been more clear but I did not really know a better way to word it. I'm talking about using DevTools in general to style elements outside of Remote Debugging, I'm attempting to speed up development by a minuscule amount by having RemoteDebugging continuously connected while I make changes to other viewports & resolutions. The URL is only accessible local so I'm unable to share that but on top of that it happens with any website I attempt to make style changes to. The way to recreate it in my version of Chrome is to have a device connected via Remote Debugging and then attempt to edit a style of any website on the desktop (device remote debugging from).

Another problem I've noticed is that when I disconnect my device (as in pressing the lock button) and then unlock my device and head back to Google Chrome and I click the Reconnect DevTools when I see my device is connected & visible in DevTools it just gives me a blank DevTools page. >pls find screenshot link attached http://i.imgur.com/NRYgzoS.png

also my original issue seems to be fixed in 60 (Version 60.0.3112.78 (Official Build) (64-bit))
