Can't change input method using CapsLock outside of chrome

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.115 Safari/537.36 Steps to reproduce the problem: 1. System Preferences --> Keyboard --> Input Sources Tab 2. There should be at least two languages.If only one present add one. 3. Check the "Use the Caps Lock Key to switch to and from U.S" option. 4. Install the play music official extension in google chrome. 5. Make sure that play music is using "MediaNextKey" shortcut of Mac keyboard 6. While chrome is in focus pressing the caps lock key will change the input method of the keyboard(Can be observed by also checking "Show Input menu in menu bar" in step 2). 7. Focus any other application and press the caps lock key. It will not change the input method of keyboard What is the expected behavior? Input method should change all the time using CapsLock. What went wrong? Input method changes only when chrome is in focus on pressing the CapsLock. Did this work before? Tested on latest stable #60.0.3112.90, Canary #62.0.3178.0, reported version #59.0.3071.86 on Mac 10.12.5 and unable to reproduce the issue mentioned. Please refer the screen-cast attached. Pre-requisites: 1. System Preferences --> Keyboard --> Input Sources Tab 2. There should be at least two languages.If only one present add one. 3. Check the "Use the Caps Lock Key to switch to and from U.S" option. Steps followed: 1. Launch Chrome browser. 2. Install Google Play extension. 3. Try changing input methods by tapping on the “caps lock” button by focussing on another application. Observations -- User is able to change the input method. Screencast pertaining to the same is attached. @shubham -- Could you please update your Chrome to latest version mentioned(#60.0.3112.90). Also, please try by removing the extensions and creating a new profile to verify if the issue still persists. Please let us know if we have missed anything. Thanks in advance.

Hi I tested it on latest stable chrome #60.0.3112.90. I was not able to reproduce the issue, it's working fine.
