Opening network settings on the login screen crashes chrome.

Issue description

Chrome Version: <From about:version: Google Chrome 61.0.3159.0>
Chrome OS Version: <From about:version: Platform 9752.0.0>
Chrome OS Platform: <Eve/Samus>
Network info: <WiFi >

Please specify Cr-* of the system to which this bug/feature applies (add
the label below).

Steps To Reproduce:
(1) On the login screen, click the bottom panel.
(2) Click on the wifi-network, it should show a list of WiFi networks.
(3) Click on the setting icon or the upper right corner of the panel.

Expected Result:
No crash. It should settings page for that particular network.

Actual Result: Chrome crashes.


How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)
Always

What is the impact to the user, and is there a workaround? If so, what is
it?
Cannot set proxy or edit network configuration.

log if possible.
