falco: dEQP-GLES.functional.negative_api.vertex_array.* fails

Issue description

On falco-release/R61-9750.0.0/bvt-perbuild/graphics_dEQP.gles3-master.hasty, the
tests below failed:

dEQP-GLES3.functional.negative_api.vertex_array.draw_elements
dEQP-GLES3.functional.negative_api.vertex_array.draw_elements_incomplete_primitive
dEQP-GLES3.functional.negative_api.vertex_array.draw_elements_instanced
dEQP-GLES3.functional.negative_api.vertex_array.draw_elements_instanced_incomplete_primitive
dEQP-GLES3.functional.negative_api.vertex_array.draw_range_elements
dEQP-GLES3.functional.negative_api.vertex_array.draw_range_elements_incomplete_primitive

These tests have failed for a long time. From June 18 (R61-9661.0.0) to July 17 (R61-9750.0.0), graphics_dEQP.gles3-master.hasty has had exactly 6 failures on every run. I suspect it's the same 6 failing tests every time.

To reproduce:
/usr/local/deqp/modules/gles3/deqp-gles3 --deqp-surface-type=pbuffer --deqp-gl-config-name=rgba8888d24s8ms0 --deqp-log-images=disable --deqp-visibility=hidden --deqp-watchdog=enable --deqp-surface-width=256 --deqp-surface-height=256

Gurchetan can you keep an eye on this and see if the mesa update fixes it?
