What steps will reproduce the problem?
(1) Turn on high contrast in machine A
(2) Log in on machine B
(3) Turn it off on machine B
(4) Go back to machine A

What is the expected result?
High contrast is a very situational thing. I turn it off and on all the time on each machine where I use it. Having the state flip due to sync is a minor nuisance.

What happens instead?
High contrast state is changed on machine A
