What steps will reproduce the problem?
(1) Enable high contrast mode (and see the notification on how to turn it off)
(2) Put the device to sleep
(3) Wake up
(4) Hit search-shift-h to disable

What is the expected result?
high contrast turns off and no notification

What happens instead?
High contrast turns off, but sometimes shows the notification that says that high contrast is turned on.
