backdrop-filter does not work with reference (url) filters

See attached test case. Most reference (url) filters render as black, although the "tile" sample seems to be transparent.

(Note that Safari 10, the only other browser which supports this feature, doesn't appear to support url filter references in backdrop-filter at all.)
