[Media Router] Dialog does not resize itself when the window is resized

This seems to be a regression in M60.

Steps to repro:
- Open the MR dialog
- Resize the browser window so that it is shorter than the dialog height
- Notice that the dialog gets cropped at the bottom, instead of showing a scroll bar to fit in the window

Takumi, is it worth fixing this in light of the change to show max 5 devices?  Seems like the browser window would have to be awfully short in order for this case to occur.

Right, given that change, this bug feels pretty low-priority, and it might not be worth trying to debug the modal dialog code.
