Spell check underlines on Android should match native text box

Issue description

Currently, native Android text widgets use a solid red underline to mark misspelled words, but Chrome uses a squiggly underline. We should switch to using a solid red underline to match the system behavior (unless Android wants to change their behavior to use a squiggly underline).
