"Close all your windows" user profile menu option does not appear for a single window with multiple tabs

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.115 Safari/537.36

Steps to reproduce the problem:
1. Open Chrome.
2. Open a 2nd tab within the same window. Note that there should be only *one* window with two tabs open.
3. Click on the user profile name in the upper right corner. Notice that there is no option to "Close all your windows".

What is the expected behavior?
The option to "Close all your windows" should appear, even though in this case there is only one browser window with two tabs open.

What went wrong?
The option to "Close all your windows" on the user profile menu does not appear.

Did this work before? N/A 

Chrome version: 59.0.3071.115  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 26.0 r0

Although this is equivalent to clicking the "X" (close window icon) to close the single window, the user has to think about and keep track of whether she has multiple windows open (rather than just multiple tabs in a single window). If you are used to switching between user profiles, and are opening and closing them regularly to save memory or for privacy, then this is an unnecessary annoyance.

Unable to reproduce this issue on Windows-10 using chrome latest stable #59.0.3071.115 by following steps mentioned in the original comment. After clicking the user profile from top right corner able to see close window button and able to close the browser by clicking in it.

martinpaddles@ Are you able to reproduce this issue consistently? Please recheck this issue by creating a new profile under chrome://settings with no apps or extensions in your browser.

Yes, this is consistently reproducible for me on Windows 7. See the two attached screenshots with a new user profile "test-1" with no extensions.
