Promote betty-paladin to important

Issue description

betty-paladin is currently experimental but should be part of the CQ to catch VM-specific regressions (e.g.  Issue 741886 , Issue 719983).

afaict the builder is stable, although since it's experimental it often gets interrupted by the CQ, presumably because the CQ exits early because it has determined that the run will be successful or failed early.
