Enable HomepageLocation policy on Android |

Issue descriptionCustomer would like the ability to set the default Homepage using managed restrictions on Android. The policy 'HomepageLocation' exists on Desktop but cannot be controlled for Android. Device name: pixel/all android devices From "Settings > About Chrome" Application version: 59.0.3071.125 Operating system: Android 7.1.2; Pixel XL Build/NKG47M Steps to reproduce: (1) Set up managed restrictions on Chrome for Android (2) Try to set HomepageLocation restriction Expected result: Custom Homepage is set for managed device/user Actual result: Default consumer homepage is set
