Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.110 YaBrowser/17.6.1.749 Yowser/2.5 Safari/537.36 Steps to reproduce the problem: 'margin' property on -webkit-scrollbar-track pseudo-element may produce empty space between scrollbar button and track. When clicking on this space either above or below (vertical scrollbar) track, block is scrolled one page down. What is the expected behavior? Clicks outside webkit-scrollbar elements (thumb, track, buttons) should be ignored. What went wrong? Click on webkit-scrollbar background causes scroll position increment by one page. Did this work before? N/A Does this work in other browsers? Yes Chrome version: 61.0.3153.2 Channel: stable OS Version: 6.1 (Windows 7, Windows Server 2008 R2) Flash Version: Shockwave Flash 26.0 r0

Tested on Chrome Stable #59.0.3071.115, Canary #61.0.3161.0 on Windows 10 and able to reproduce the issue. This is a non-regression issue and able to reproduce from M-45 #45.0.2454.85. Marking it as untriaged so that issue gets addressed. Observations - Issue is also noticed on Mac 10.12.5 and Ubuntu 14.04. Thanks.

That is indeed quite weird. However, this is unlikely to be a priority as Safari behaves the same way and Firefox/Edge don't support custom scrollbars.

Still reproducible on both Chrome and Safari. chaopeng@ could you please take a look since you've fixed some scrollbar related bugs previously?
