Regression : In 'Console' tab, selected option vanishes from dropdown list after switching between tabs.

Issue description

Chrome version : 61.0.3159.0 (Official Build) c421374e09e082113bb53970f2cf650f2130c61a-refs/heads/master@{#486995} 32/64 bit
OS : Windows (7,8,10), Linux(14.04 LTS), Mac(10.11.6, 10.12, 10.12.3)

What steps will reproduce the problem?
1. Launch chrome, open devtool on NTP, hit 'Esc' key to open drawer and navigate to 'Console' tab.
2. Open first drop down list and select "newtab-serviceworker.js #0 (activated)" option.
3. Now open another NTP and switch back to previous NTP.
4. Observe the drop down list in 'Console' tab.

Actual Result : Selected option vanishes from drop down list after switching between tabs.

Expected Result : Instead, the previously selected option should remain selected in drop down list even after switching between tabs.

This is a regression issue broken in ‘M-61’, below is the Manual Regression range and will soon update other info.
Good build : 61.0.3129.0
Bad build : 61.0.3130.0

Note : Kindly open another NTP and follow the above steps if "newtab-serviceworker.js #0 (activated)" option is not displayed in drop down list for the first instance.

Bad build:61.0.3130.0(Revision:479232).

You are probably looking for a change made after 478853 (known good), but no later than 478854 (first known bad).

Note :Able to reproduce the issue in Win 10.0,Ubuntu 14.04 & Mac 10.12.3 and Able to reproduce in latest Canary #61.0.3159.0
