Bubble doesn't appear properly after clicking on 'USB' option in fullscreen mode.

Chrome Version: 61.0.3159.0 (Official Build)c421374e09e082113bb53970f2cf650f2130c61a-refs/heads/master@{#486995}-32/64 bit 
OS: Windows (7,8,10),Linux (14.04 LTS)

What steps will reproduce the problem?
(1)Launch chrome and navigate to https://permission.site/
(2)Click on 'USB' option such that bubble appears, click on fullscreen button 
(3)Again click on 'USB' option and observe the bubble.

Actual: Bubble doesn't appear properly after clicking on 'USB' option (i.e center of page)

Expected: Bubble should appear properly after clicking on 'USB' option(i.e on left hand side of page)

This is a Non-regression issue seen from 'M54' series i.e from 54.0.2840.68  

Note: Issue not seen on Mac OS.

Able to reproduce the issue on Windows 7 & Ubuntu 14.04 using chrome stable#59.0.3071.115 & latest Canary#61.0.3159.0 as per the steps mentioned in comment#0.

Observed bubble displayed in center of the page when user click on 'USB' option after enabling 'enable-experimental-web-platform-features' from M49 builds onwards.

Till M48 ,bubble is not displayed even after enabling the flag.

Since it is a non regression issue, marking it as Untriaged to get more inputs from dev.
