Regression:Focus on iron icon of bookmark url doesn't changes after dragging url to different position.

Issue description

Chrome Version: 61.0.3159.0 (Official Build)c421374e09e082113bb53970f2cf650f2130c61a-refs/heads/master@{#486995}-32/64 bit
OS: Windows (7,8,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.3)

What steps will reproduce the problem?
(1)Launch chrome and bookmark 3-4 webpages,navigate to chrome://bookmarks/
(2)Click on iron icon of any bookmark url such that highlight appears,hit 'Esc' key to close list and press ctr+shift+B such that bookmark bar appears.
(3)Now drag the same bookmark url to different position on bookmark bar and observe the highlight in chrome://bookmarks/ page.

Actual: Focus on iron icon of bookmark url doesn't changes after dragging url to different position.

Expected: Focus on iron icon of bookmark url should appear at the drag position.

This is a regression issue broken in 'M59' and below is the manual regression range
Good Build:  59.0.3068.1 
Bad Build:  59.0.3069.0
