Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_9_5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.115 Safari/537.36 Example URL: Steps to reproduce the problem: 1. Go to > Settings > Advanced > Privacy and Security > Content Setting > Flash 2. Now Allow/Block sites from running flash 3. I'm able to run flash in both the cases.
