Text shadow renders incorrect for some fonts (e.g. Algerian) if text stroke is also applied

Reported by niteshch...@gmail.com, Jul 17 2017

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.115 Safari/537.36

Steps to reproduce the problem:
1. Apply text shadow and text stroke on some span of text which uses Algerian font. Use following style:
.char-TextStrokeWithShadow {
    font-family:'Algerian';
    font-size:72px;
    color:#EC038D;
    text-stroke-width:0.028em;
    -webkit-text-stroke-width:0.028em;
    text-stroke-color:#00AEF0;
    -webkit-text-stroke-color:#00AEF0;
    text-shadow:0.05em 0.05em #808080;
    letter-spacing:0.05em;
}
2. View it in Chrome (Or just open attached html file which has text with this style as well as expected rendering as image)

What is the expected behavior?
Text span that uses Algerian font and have both shadow and stroke applied should render normal (as in expected rendering image below the text in attached html)

What went wrong?
The shadow shows up as very thin outline and there is a white area between the stroke and shadow.

Did this work before? No

Does this work in other browsers? N/A

Chrome version: 59.0.3071.115  Channel: stable
OS Version: 10.0
Flash Version:

Same problem in Firefox. However it works in Safari.

Can someone please edit the title to correct "ext shadow..." to "Text shadow".
Thanks

Able to reproduce the issue on the latest canary(61.0.3160.0) on Windows-10, Mac OS 10.12.5 and Linux Ubuntu 14.04.

This is non-regression issue as similar behavior is observed on older chrome version: 45.0.2454.101 as well.

The screenshot 744247.png doesn't show real problem, as it probably rendering without Algerian font.
Attached correct screenshot.

Probably a Skia issue, but we'll look.

Back to looking at this again. niteshchordiya@, if this is still an issue could you please try to identify exactly what font is being used. I'm not sure how to do that but I suspect that the font metrics are the source of the problem.
