Regression: Focus is lost on chrome://apps for ‘Confirm Removal’ dialogue box after hitting TAB.

Chrome Version: 61.0.3159.0 (Official Build) c421374e09e082113bb53970f2cf650f2130c61a-refs/heads/master@{#486995}(64-bit)

OS: Mac(10.11.6, 10.12.3).

Steps to reproduce:
!) Launch chrome, go to chrome://apps, right click on any app and select ‘Remove from Chrome’ from context menu.
2) On ‘Confirm Removal’ dialogue box press TAB and observe.

Actual: Focus is lost on ‘Confirm Removal’ dialogue box on hitting TAB Button. 
Expected: Focus should be seen on ‘Confirm Removal’ dialogue box on hitting TAB Button. 

This is a regression issue broken in ‘M-58’, and will soon update other info.

Manual Bisect:
Good build : 58.0.3021.0
Bad build : 58.0.3023.0

Note: Issue is not reproducible on Linux and Win OS.
