Precondition :
1- Enable voice over ON from device settings.

Steps to reproduce:
 1. Launch chrome.
 2. Close all tabs.
 3. Goto Other devices > Tap on Sign in to chrome.
 4. Open Newtab > Tap on Settings > Tap on sign in to chrome.
 
Observed results:
Voice over is not read correctly in sign in to chrome, reading list and Report an issue screen.
 
Expected results:
Voice over should be read properly.
