Text is not read properly in multiple screens when voiceover is on |

Issue descriptionApp Version: 60.0.3112.68 beta iOS Version: iOS 11 beta 3 Device : iPad Air2, Precondition : 1- Enable voice over ON from device settings. Steps to reproduce: 1. Launch chrome. 2. Close all tabs. 3. Goto Other devices > Tap on Sign in to chrome. 4. Open Newtab > Tap on Settings > Tap on sign in to chrome. Observed results: Voice over is not read correctly in sign in to chrome, reading list and Report an issue screen. Expected results: Voice over should be read properly. Number of times you were able to reproduce: 5/5 Bug reproducible after clean install: Yes Bug reproducible after clearing cache and cookies: Yes Bug reproducible on Chrome Mobile on Android: NA Bug reproducible on Safari/Firefox: Firefox: Not tested, Safari: NA Bug reproducible on current stable build (App Version, iOS Version): Yes in M59, iOS 11 issue Bug reproducible on the current beta channel build (App Version, iOS Version): Yes in M60,iOS 11 issue Link to video https://drive.google.com/a/google.com/file/d/0B--UpU2GW2Epcy02NHROdy1Dc1k/view?usp=sharing

I just verified on iOS 11 developer beta 4, and it's fixed, but I'll keep this bug open and wait for the release of public beta 4 to verify.
