Zoom repeatedly triggered

Reported by matt.m.d...@gmail.com, Jul 16 2017

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.115 Safari/537.36

Steps to reproduce the problem:
1. If I hit "new tab", tab comes up 90%!
2. If I used scroll bar, at times triggers 90% or 80%!
3. The zoom is super sensitive, triggered easily

What is the expected behavior?
I have tried to disable zoom with my touchpad. I have tried /flags: Disabling/Enabling "Touch Events API". Nothing seems to work.

What went wrong?
I have tried to disable zoom with my touchpad. I have tried /flags: Disabling/Enabling "Touch Events API". Nothing seems to work. I would prefer to simply disable zoom, getting completely rid of the function on Chrome.

Did this work before? N/A
