Steps to reproduce the problem:
1. Launch an android app.

What is the expected behavior?
An Android app should launch and run. 

What went wrong?
Launching an Android app briefly displays the app splash screen but it then goes black. Full-screen apps display a full black screen. Phone mode apps display a black swatch the size of the app. 

Did this work before? Yes 3 or 4 updates ago (2 or three days)

Chrome version: 61.0.3158.0  Channel: canary
OS Version: 9749.0.0
Flash Version: 26.0.0.137

I have powerwashed and get the same behavior after it completes.
