Invisible Flash content blocked even if Flash has been enabled for a site

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.115 Safari/537.36

Steps to reproduce the problem:
1. Re-install Chrome and Canary (flash works) Use different devise (flash works)
2. Sign into Chrome and sync
3. Flash no more workey

What is the expected behavior?
Flash content work

What went wrong?
Flash and cookies are blocked despite the proper settings to allow flash, despite exceptions made for the site. Despite clicking to allow all, still blocks. If I use a different devise that flash is functioning on, sign in, while flash is functioning, then open a new tab, flash no longer functions.

Chrome version: 59.0.3071.115  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 26.0 r0

I have been recieving assistance from Rochelle-Community Specialist in the forums https://groups.google.com/a/googleproductforums.com/d/msgid/chrome/b7953d12-564e-4b88-9865-1b8edd2f4526%40googleproductforums.com?utm_medium=email&utm_source=footer

We have tried everything, uninstallaing, deleting all data files, settings are set to allow, but the content is still blocked. This issue appears to be linked to my specific account since it does not matter which devise network or ISP I am on. Flash works fine in Edge or IE, but not in chrome after a sign in, it does work in Chrome before the sign in.

Could you please follow the below steps and check this issue.

1. Open Chrome, In the address bar at the top, enter chrome://components and press Enter.
2. Under "Adobe Flash Player," click Check for update.
3. Go back to the page with the Flash content. If it doesn't load automatically, at the top left, click Reload

I followed these steps and have provided a few screenies, I also not in one of the clips where there are errors loading the page, I believe the authorization manager that it is referring to is the one that I have pictured in the second image on Edge browser

Summary: Invisible Flash content blocked even if Flash has been enabled for a site (was: Google Account Settings log-in cause Chrome or Canary to block flash content even if enabled )
In Chrome 59 we removed an exception for invisible Flash content (1) that is served from a different origin.  If the user allows Flash to run on a site, with invisible Flash, they will see a puzzle piece on the right side of the Omnibox (URL bar), as can be seen in Slide2.JPG.  The puzzle piece provides an indication that Flash content was affirmatively blocked (and provides an option to run).

The setting for whether or not Flash is allowed for a site is independent of that blocking.  

For this issue, this is working as intended; we would advise reaching out to the providers to migrate away from using (invisible) instances of Flash Player.

I understand that the puzzle piece icon in the upper right hand corner of the URL bar shows that the content is being blocked, but even with clicking this and clicking 'Run All Plug-ins this time" tbe content continues not to be available.

This also does not address the fact that the content on HBO-Go, TNT Drama, Syfy.com all will run without issue, up to the sign-in and sync. Before the sign-in and sync it works without issue.
