Zoom into the page a bit so that you can scroll vertically
Observe checkerboarding while scrolling (flashing from white to the greenish background of the page)
Traces from both dev (scheduler experiment disabled) and canary (scheduler enabled by default) attached.
One copy raster is used (vmiura@ I thought we were removing the ganesh veto in M61). Activation takes a long time in both cases, can't say if it's longer with the scheduler (because the layer tree is mutating but we aren't marking tiles ready). Commits are blocked while activation is pending due to MFBA. Raster tasks seem to be mostly running on a single thread.
