Button with context menu disabled looks stucked when right clicked.

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.115 Safari/537.36

Steps to reproduce the problem:
1. Disable context menu of a button.
2. Right click the button

What is the expected behavior?
Button should be released when mouse button is released.

What went wrong?
It keeps looking visually pressed until I move the cursor.

Did this work before? N/A 

Does this work in other browsers? No
 Works fine in Firefox.
Doesn't work in Chrome or Vivaldi

Chrome version: 59.0.3071.115  Channel: stable
OS Version: 10.0
Flash Version:
 
I said works fine in Firefox, because Firefox doesn't even show a pressed state on right click.

Repro note: hold the right mouse button pressed for 1 second on any HTML button element such as the "Search" on the top of this page. I'd say it's a pretty weird use case, but a bug anyway.

Also woxxom, I'm not sure what's supposed to happen when right clicking a button for more than one second.

Able to reproduce the issue on Win 7, 10.

Below is the bisect info.

Good Build: 58.0.2994.0  (Revision: 446546)
Bad Build:  58.0.2995.0  (Revision: 446864)

Unable to find the suspect from above log. Hence untriaged to get more input's on this.

Note:
1. Issue is not seen in Linux and Mac
2. Issue is seen in Windows M61 as well

Oh, it's quite subtle, I was able to reproduce it finally with a normal (short) click.

Narrowed per-snapshot bisect:
446796 (good) - 446811 (bad)
