OpenVPN configuration files not recognized

Reported by pm.deb...@googlemail.com, Jul 15 2017

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS armv7l 9460.67.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.113 Safari/537.36
Platform: veyron_jaq

Steps to reproduce the problem:
1. Create an OpenVPN configuration with the suffix `ovpn` and offer that to your users under an URL
2. Download that file
3. Chromium OS shows it doesn’t know the extension, and doesn’t open the file.

What is the expected behavior?
Chromium OS opens the VPN dialog, and fills in the values from the downloaded configuration file.

What went wrong?
Chromium OS doesn’t recognize the extension.

Did this work before? No

Chrome version: 59.0.3071.113 Channel: stable
OS Version: 9460.67.0
Flash Version: Shockwave Flash 26.0 r0

VPNs are common in enterprise setups.

David to prioritize - is OVPN parsing/ingestion broken, or is this a feature request?
