BrowserAction popup scaling issue when using two screens

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.115 Safari/537.36

Steps to reproduce the problem:
1. Use two screens (possibly different sizes, scaling levels and resolutions)
2. Open chrome on second (not main) screen
3. Install the developer browser extension from the attachment
4. Click the BrowserAction symbol and right-click somewhere in the popup

What is the expected behavior?
The context menu should appear at the mouse

What went wrong?
The context menu is shifted. The same problem occurs when "hovering" over a link or a button, it shows the hover at a different place.

Does this work in other browsers? Yes

Chrome version: 59.0.3071.115  Channel: stable
OS Version: 10.0
Flash Version: 

In Firefox, it works, but has scaling issues sometimes.
Attached a minimum working example for the bug occuring.

Forgot to mention that this issue only occurs when adding a background script (even if it is empty). Otherwise it works flawlessly.
