Saving every other bookmark is slow

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/41.0.2272.118 Safari/537.36

Steps to reproduce the problem:
1. Open four+ (4+) tabs you haven't already bookmarked
2. Go to the first one, press CMD+d (or whatever shortcut fits your OS) to bookmark the page
3. Either the bookmark-saving window opens promptly, or it takes 2-3 seconds. Press enter to create the bookmark
4. Go to the second tab, bookmark it again using the shortcut. If creating the previous bookmark happened without lag, bookmarking this one will lag, otherwise not
5. Repeat. You will experience this 2-3 second lag every 2nd bookmark you create

What is the expected behavior?
- There should be no lag

Looks like the lag is caused by the number of bookmarks (~10k), at least using a freshly created user profile removed it.

I'm attaching a helper extension to add 10k bookmarks.
Click its toolbar icon and use the generate button in the popup.
The bug might be Mac-specific since I couldn't repro on Windows 7.

Awesome, thank you! I was able to reproduce the issue after generating the 10k bookmarks using a new user profile.

Able to reproduce this issue on Mac OS 10.12.5 using chrome latest stable #59.0.3071.115 by using the extension provided in comment #3. This issue is observed on older version of chrome #38.0.2063.0 as well. Unable to launch the provided extension prior to M38, It crashes while clicking on it.

Considering the above issues as non-regression and marking it as untriaged. This issue is not observed on Windows and Linux platforms.

This is expected. Adding a bookmark means we need to repopulate the `Bookmarks` menu item in the menuBar which is costly. Chrome waits to do that until the next time it's needed, which when you press Cmd+d since macOS scans every menu item to see if you added a custom shortcut to it in System Preferences -> Keyboard -> Shortcuts.
