Some URLRequestContextBuilder methods take ownership of their arguments, some do not, and in some cases, we support both options for the same parameter.  We should try to minimize the cases where we support both modes of operation, in particular removing the recently added "set_shared" methods.  As we move more stuff into the NetworkService, hopefully that will be a good opportunity to remove some of these methods.
