Accessibility options lead to new doc tab freeze on veyron mickey

Issue description

Chrome Version: 59.0.3071.113
Chrome OS Version: 9460.67.0
Chrome OS Platform: veyron_mickey

Please specify Cr-* of the system to which this bug/feature applies (add

Steps To Reproduce:
(1) Login to ASUS Chromebit CS10 (any type of session - managed, guest, public)
(2) Enable ChromeVox and High Contrast scheme
(3) Create new document (Docs or Sheets) in Google Drive

Expected Result:
New tab opens and new documents is ready to be edited

Actual Result:
New tab open and before you could edit it top part of screen flickers, mouse pointer won't move, system looks like hanged.
But it actually works, responds to keyboard commands and mouse moves, it's just not visible

How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)

What is the impact to the user, and is there a workaround? If so, what is
it?
The tab could be closed or ChromeVox restarted

Please provide any additional information below. Attach a screen shot or
log if possible.
Tried recording with Screen Recorder extension but it actually recorded normal video, without any bug manifestation, so it must be only some visualization issue

Update on the behavior, when two accessibility options are on the entire system freezes now.

The customer needs an update on this issue. Has there been any progress?

I have a customer requesting an update on this issue. Are there any updates?

My customer is unhappy since this issue is affecting him. Are there any updates?
This is a known issue with the high contrast extension. We're working on a long-term fix to make High Contrast native in Chrome, which will solve that.

We don't have an ETA for a fix specific for this Docs issue. As a workaround you can disable high contrast for that particular site and use operating-system-wide high contrast features.

It is difficult for the customer to accept the current workaround that your explained previously, and the customer is waiting for the solution by the OS update.
So, I would appreciate it if you could share the any information about the ETA for a fix specific for Docs issue.
