UserModelBuild double-handled event: MouseLeave

Issue description

Chrome Version: 61.0.3153.2 (Official Build) dev (64-bit) (cohort: Dev (Clang))
OS: Win10

I'm just following directions here. I recorded a trace while I was playing around with battor and I discovered this: 

Import Warning: UserModelBuilder: Please file a bug with this trace: double-handled event: MouseLeave @ 37290.45199999213
Import Warning: UserModelBuilder: Please file a bug with this trace: double-handled event: MouseLeave @ 45857.138000011444

At the top of my trace. I have attached the trace.

Also not that the trace is a bit strange because it doesn't have any details until it's 35 seconds in.

Also, this dialog is pretty annoying because multiple of them stack on top of each other and we can't dismiss them except by manually deleting them in dev tools.
Huge +1 for making all of these trace viewer warnings dismissable.
I started adding close buttons to the info-bars: https://github.com/catapult-project/catapult/issues/3722

Is the double-handled MouseLeave causing a problem other than the warning?
If so, I'll dig in. If not, I'll add it to the backlog.
No problems other than the warning, but...

we were ending up with a half-dozen warnings stacked above each other, which doesn't leave much screen real-estate for the trace. Maybe only display a maximum of one? If there is a close button that will help, but having to close six of them will still be a bit annoying.
