Blur sigma set by layer SetBackgroundBlur does not account CTM.

Tested at kevin.

When setting blur radius of 20 (should be sigma) in lock screen, after this line in SkBlurImageFilter.cpp in map_sigma [1]:

ctm.mapVectors(&sigma, 1);

The sigma become 40. 2x ctm here.

This means we did not get the desire blur sigma we wanted?

If there's a 2X scale in the CTM, then by definition you want to scale the filter parameters 2X, no? If not, then your CTM is incorrect. Could this be the device scale factor you were looking for?
