Issue descriptionChrome Version: 61.0.3156.4 OS: Android What steps will reproduce the problem? (1) Enable Chrome Home. (You have to restart the browser twice.) (2) Open a new tab, leaving the Chrome Home UI as-is. (3) Put the phone in the headset (4) Complete the DON flow. What is the expected result? Chrome Home should be shown in VR. What happens instead? A 2D version of the browser flashes. Then the user is taken to Daydream Home. Please use labels and text to provide additional information. This is similar to issue 740731.

A couple notes: * The behavior is the same regardless of whether or not there are any open tabs. * The behavior is the same if the Downloads or History features within Chrome Home are active at the time.

Quick update, we can't open the NTP because it isn't a thing when Chrome Home is enabled - attempting to navigate to the NTP just re-opens the Chrome Home slider. I think we should punt this until we have something reasonable to show in VR at a time when you have no current tab.

Moving out of M61. We do not really have a good location to take the user to at this time, once we support a new tab behavior in VR we will take them there.

So Daydream home only opens if you try to enter Chrome VR after pressing the "plus" icon (New Tab). There are may cases where Chrome Home is showing and entering VR works, but just ignores the Chrome Home content. See issue 773148 for that. Renaming this one to focus only on exiting to Daydream app after pressing plus icon for new tab. Clear repro steps: 1. Chrome Home must be enabled. 2. Open Chrome 3. If a tab is already open, press tab switcher icon. Otherwise, jump to next step. 4. Press plus icon (Add new tab icon) 5. Place device in headset 6. Follow DON flow Expected: Chrome VR displays some content. Actual: after DON flow, 2D Chrome is displayed for a second or two, then the Daydream Home is loaded.
